I found a solution!!!
Download the drivers from the link that was provided above... here it is again...

After doing a fresh install of Windows 7, i got the same error as everybody. To fix it, do the following.
Put a linux live cd (I used Ubuntu) in the cd drive
Restart the computer
Through linux browse your hard drive for the following files
Delete c:\windows\system32\cpnotify_BB_IBV32.ax
Delete c:\windows\system32\drivers\cx88enc_IBV32.sys
Delete c:\windows\system32\drivers\cx88vid_IBV32.sys
Then MAKE SURE YOU DISCONNECT YOUR COMPUTER FROM THE INTERNET and reboot.
The first time I tried this I didn't disconnect and Windows 7 pulled the same driver files off of the internet.
Now when your computer finds new hardware point it to the drivers in C:\HP\Drivers\TVtuner\Asus_Blackbird
You MAY not have to point it there, as my computer did it automatically but in case it asks, do it.
